Joint Communiqué of the Syrian Arab Republic, the Hashemite Kingdom of Jordan, and the United States of America

The Hashemite Kingdom of Jordan today hosted a tripartite meeting between Jordan, Syria, and the United States to discuss the situation in Syria and ways to support the country’s reconstruction on the basis of safeguarding its security, stability, sovereignty, unity, and non-interference in its internal affairs, while meeting the aspirations of its brotherly people and preserving the rights of all Syrians.
The meeting was attended by His Excellency Mr. Asaad Hassan Al-Shaibani, Minister of Foreign Affairs and Expatriates of the Syrian Arab Republic; His Excellency Mr. Ayman Safadi, Deputy Prime Minister and Minister of Foreign Affairs and Expatriates of the Hashemite Kingdom of Jordan; and Mr. Thomas Barrack, U.S. Ambassador to the Republic of Türkiye and Special Envoy for Syria, in addition to representatives of the relevant institutions in the three countries. The meeting followed up on the discussions hosted by Amman on 19 July 2025 regarding the consolidation of the ceasefire in Suwayda Governorate, southern Syria, and efforts to resolve the crisis there.
The participants affirmed that Suwayda Governorate, with all its local communities, constitutes an integral part of the Syrian Arab Republic, and that the rights of its people shall be safeguarded as part of the broader endeavor to rebuild a new Syria, ensuring a safe and prosperous future for all citizens, and guaranteeing their representation and participation in shaping the country’s future.
The Kingdom of Jordan and the United States praised steps taken by the Syrian government, including:
Conducting full investigations and holding all perpetrators of crimes and violations in Suwayda accountable, as well as expressing readiness to cooperate with relevant UN bodies and involve them in the investigative process;
Expanding the delivery of humanitarian assistance to all areas of Suwayda and enhancing its flow, including cooperation with the relevant UN agencies;
Intensifying the work of public service institutions to restore disrupted services in the governorate;
Launching the rehabilitation of areas damaged by the events witnessed in the governorate, and welcoming the contributions of the international community in support of these efforts and in assisting the Syrian government with the return of displaced persons to their homes;
Initiating a process of community reconciliation in Suwayda, fostering civil peace, and welcoming the support and assistance of Jordan and the United States in this regard.
Minister Safadi and Mr. Barrack reiterated the full solidarity of the Kingdom of Jordan and the United States with Syria, its security, stability, sovereignty, territorial integrity, and the safety of its citizens. They called upon the international community to stand with Syria in its efforts to rebuild on foundations that guarantee its security, stability, sovereignty, and unity, and that meet the aspirations of its brotherly people while safeguarding the rights of all Syrians.
The three parties agreed to hold another meeting in the coming weeks to continue today’s deliberations. They also responded to the request of the Syrian government to establish a trilateral working group (Syrian–Jordanian–U.S.) to support the Syrian government’s efforts to consolidate the ceasefire in Suwayda Governorate and to end the crisis there
