The technical delegation of the Ministry of Foreign Affairs and Expatriates announces the commencement of providing consular services to Syrian citizens residing in the sister country of Libya, in the city of Benghazi. The services include the following procedures:
1. Extension of Expired Passports
Attendance must be in person or by a first-degree relative.
2. Issuance of Laissez-Passer Documents
(valid for a single travel to the Syrian Arab Republic)
The validity period of the laissez-passer is 90 days only.
Applicants are kindly requested to bring an official identification document proving identity and family relation (a birth certificate issued by the competent Libyan authorities is acceptable).
Attendance must be in person or by a first-degree relative.
Applicants should provide two recent identical personal photographs of the person in whose name the document is issued.
Important Notes:
The delegation will begin its work at the temporary headquarters located at Benghazi Hall for Events No. 1 inside Benghazi Bisco, next to the Children’s Club, starting Monday, October 27, 2025, from 3:00 p.m. to 7:00 p.m., and will continue until Saturday, November 1, 2025.
Starting thereafter, services will be available daily from 9:00 a.m. to 7:00 p.m.
The technical delegation affirms its commitment to providing consular services directly to fellow citizens, without intermediaries.
Priority on Mondays, Tuesdays, and Wednesdays will be given to citizens residing outside Benghazi.
